Workbench - Managers Perspective

A Tango control system needs to be management. Astor does this currently. The functionalities of Astor could be integrated in the Tango Workbench as a Manager's Perspective. Most of the windows could be retained as part of the perspective. They would need rewriting eventually in SWT to make them fit into the workbench better e.g. to support drag and drop, preferences, context sensitive help etc.
